Focus of the Role:
Our Governance (Africa) pillar supports the governments and leaders of developing and emerging states to enhance their effectiveness. We are focused on helping governments and leaders make their vision for the development of their country a reality. We work in the centre of government and key line ministries and our work is shaped by national priorities.

Following the conclusion of Nigeria’s Federal and State elections, the Kaduna State Government is resuming its efforts to drive the development of the state, under the banner of Let’s Make Kaduna Great Again. The State Government runs nineteen State Ministries and Agencies. In order to ensure that top priorities of the Governor and his team are resources, performance managed and implemented, the Office of the Governor has set up a delivery mechanism. The Governor and his team would like support from TBI to strengthen this mechanism and increase its effectiveness on delivery.
At the same time, TBI is entering a partnership with the Africa Green Revolution Alliance in order to strengthen the State Government’s ability to drive its agriculture transformation programme into place, particularly on the value chain development of rice, maize and soybean, and the strengthening of extension services.

This role will serve a dual purpose. First, it will provide delivery support to the Office of the Governor in order to strengthen the Office’s delivery and coordination mechanism. This role will strengthen existing skills, systems and structures, starting off with an initial scoping exercise to understand what has been working well and what hasn’t, and to identify how weaknesses in the system could be realistically addressed, accounting for the local political, institutional and economic context.

Second the role will aim to strengthen the capacity of the Office of the Governor to drive implementation of its agriculture agenda through various means: strengthening the linkage with the State Ministry of Agriculture, with other key state ministries and agencies, with development partners including AGRA, and will the Federal Government of Nigeria and its flagship programmes (including the National Livestock Transformation Plan and the Green Imperative). A strong collaboration with the efforts of AGRA in the state will be required.

RESPONSIBILITIES:
The responsibilities of the role include:
Provision of flexible, adaptive management support to Office of the Governor and his key staff in charge of delivery, including through coaching and on-the-job mentoring. This requires building a strong trusted working relationship with the head of the secretariat that treats him with full agency to build rapport, and allow for constructive challenge in a suitable manner, particularly on issues of secretariat management and effectiveness.

Support the Office of the Governor and his key delivery staff to develop and implement a politically smart strategy to oversee and coordinate the implementation of his priority programmes and projects.
Support the Office of the Governor to build a well-managed, cohesive and effective team such that the office can become a highly effective implementation and coordination mechanism for State Government priorities.

Support the Office of the Governor to develop the skills, systems and structures needed for effective monitoring and evaluation of priorities.

Support the Office of the Governor to supply timely information and the structures to collaborate in order to unblock the key bottlenecks to implementation.
Help the Office of the Governor to mobilise and align additional resources as needed, including from development partners, for example to provide suitable support for State Governments and other Federal Ministries and agencies to implement as needed.

Support the Office of the Governor and its linkage and coordination with the Federal Government of Nigeria, including in agriculture and in the FGN’s priorities: the National Livestock Transformation Plan and the Green Imperative.

Support the Office of the Governor to drive the implementation of initiatives in key sectors, including agriculture – in particular maize, rice, soybean, livestock and mechanization.

Coordinate with the TBI Advisor to be placed with the Kaduna State Commissioner for Agriculture.
Support the ongoing improved alignment between the State Government and our key partner, AGRA, also by supporting AGRA itself to be more aligned with the State Government and its political imperatives. Ensure a strong and constructive working relationship at all times with AGRA.

What We Look For in Our People:
EXPERIENCE AND QUALIFICATIONS:
Ideally 5 years’ experience in roles that require strong management skills, political smartness strong relationship management, business acumen pro-activeness, going the extra mile and strong team work

Experience developing competitive proposals and reports that unlock project funding

A University degree at a minimum of a Masters’ level
In-depth knowledge and experience of Nigeria’s political and government system, ideally both at Federal and State levels.

Hausa Language skills will be an added advantage
A strategic mindset and experience in adaptive management, PDIA, etc.

Strong understanding of and experience implementing and managing complex programmes and projects
Ability to operate and succeed in a highly political environment

Strong analytical and management skills, including sound knowledge of strategic planning and project management tools.

Effective inter-personal and leadership skills with an ability to develop and foster relationships across a wide range of diverse and senior stakeholders

Relevant experience in the agriculture and/or private sector development space, with in particular an ability to be able to understand investment and agriculture value chain facilitation issues.

A decent understanding of how governments and businesses operate and how to succeed in them
Drive, motivation and ability to consistently achieve results in a fast-paced environment.

Experience of living and working in developing countries is desirable but not essential.
