RE: Council Boss, Prince Nuhu Berates Councilors, Says They Are Cowards

The Personal Assistant (media) to Executive chairman of Toto Local Government Council, Mr Tasiu Suleiman, it seems you and your principal are not in tune with the functions of the legislative arm.

Initially, as a respected council members we would have ignored your writeup, but as a mouthpiece to the executive chairman all your publications must have his blessings before public consumption, for that reason we will reply for clarity purpose.

Mr mouthpiece to the executive chairman, it seems you are lacking in the knowledge of democratic setting where the principle of checks and balances exist to avoid the executive becoming an autocratic ruler. Let me however school you on some of the legislative functions of the arm.

First and foremost, the legislative arm is to monitor any programs in the local government

  1. To regulate and control finances of the local government
  2. We examine the monthly statements of income and expenditures
  3. No money exceeding the sum of N500,000 shall be withdrawn in a month from any funds of the local government unless such withdrawal have been authorized by the council.

Mr PA, kindly ask your principal has he not gone contrary to this law by making withdrawal without legislative approval? You made mention of, “foodstuffs distributed during festive period, that it was all sponsored by chairman”. It may however interest the public to know that since inception of our Administration it is only one bag of rice per councillor on these last sallah that is the only foodstuff we ever received from him. Any foodstuff we distributed, was from our monthly salary. We were even informed reliably that the amount expended is to the tune of N8,000,000 deducted from council fund, that is a matter for another episode.

The issue of N1,000,000, it was an instruction given to them by the Nasarawa State House of Assembly (NSHA) for our sitting allowance, impress ,clerk, deputy clerk, sergeant at arm all inclusive. When this money was divided can it measure to the pressure from our ward? And the money in question was paid twice only the rest is history. We are only left with catering to the needs of our ward with our salary.

Mr Mouthpiece to the executive chairman, do you ask your principal what has he been doing With N5,000,000 every months as his take home? You will do our local govt a service by asking him then educate the public. You made mention of scorecard, what about your principal can you mention a single project initiated by him either ongoing or finished despite direct allocation non, the only projects is buying choices cars, accumulation of properties way far beyond his earnings. The issue in contention here is about Auctioning local government property that is shrouded in secrecy. You made mention that its not our right but privilege Mr Mouthpiece, this assets in question is the property of our local government, the people voted us into power and they have every right to know what transpired in the auctioning of these properties. We as a legislative we will not compromise, no amount of intimidation or names calling will make us soft pedals on our investigation, we only require the presence of all the committee members to explain to the House how those items where sold, and who are the beneficiaries? Up till this moment no single committee member turn up, even after sending an invitation to them through Mr Chairman on two different dates, with an interval of one week. Mr PA (media) Tasiu Sulaiman, can your principal explain to his electorate how a Grader that is worth millions of naira sold for N800,000 even when he knows it only require servicing for it to be in perfect shape, tractor that require servicing sold for N450,000, Generator donated by Jeremiah Husseni that is worth millions of naira sold for N150,000. 504 Peugeot that is in perfect condition but only need battery sold for N50,000 and his Peugeot in question served as an ambulance in transportation of sick and weak patients in the hospital. I can go on an on, the list is too numerous and you expect us to keep quite no!
